Abstract
Only a subset of firms succeeded in reducing costs during the COVID-19 pandemic as employment levels declined. Based on data from the German Business Panel, this article shows that this ability is primarily determined by firms’ pre-crisis cost structures — an insight that is highly relevant both for strategic cost management and for the effective design of government support measures.
